The borders, and text and artwork are raised above the background at various levels.The central artwork, a K-9 dog, is a digitally printed vinyl decal made from a photo. The plaque is painted in long-lasting oil enamel paints and then clear-coated twice. The carved HDU plaque is mounted on a stained Cedar plaque with its citation engraved and painted painted in metallic gold.
